Promotion policy and internal efficiency of primary schools in Kumi District
Abstract
The study sought to investigate the relationship between promotion policy and internal efficiency of primary schools in Kumi district. The problem was the low completion rates. The study objectives included: to establish the relationship between automatic promotion policy and internal efficiency in primary schools in Kumi district, to analyse the relationship between performance-based promotion policy and internal efficiency of primary schools in Kumi district, and to establish the relationship between hybrid promotion policy and internal efficiency in primary schools in Kumi district. The study was guided by a cross-sectional survey design, using both quantitative and qualitative research approaches. Respondents included headteachers, teachers, parents/guardians, DEO and DIS Kumi district. The findings were that automatic promotion is internally efficient, performance-based is inefficient and hybrid promotion is mildly efficient. Conclusions were; Automatic promotion is internally efficient, however it grossly violated by teachers and parents, performance- based promotion is internally inefficient though it’s preferred by most stakeholders and hybrid promotion has a mild relationship with internal efficiency. However most respondents are not familiar with the policy. Recommendations were; government should enact a law to punish violators of automatic promotion policy, government should also commit more resources to UPE programme and the Ministry of education should introduce remedial teaching to help pupils who are academically weak.
