A project report on low cost sealing of Obote avenue in Oyam Town Council.

Abstract

Much emphasis is being put in road sector to connect rural areas where agricultural activities take place and bearing in mind that agriculture is the backbone of Uganda employing over 80% of the population. Both local and central authorities have tried to plan and direct their budgeting towards opening, rehabilitation, periodic and routine maintenance through special programs like Uganda Roads Funds, Peace Recovery and Development Programs (PRDP), Northern Uganda Social Action Funds (NUSAF), Local Government Management and Service Delivery Programs (LGMSDP), Unconditional Grants, and Locally Raised Revenues. But the level of service offered is still quite less than that required. The rate at which road infrastructures are deteriorating is being attributed to the disintegration of the wearing course especially for weathered and gravel roads. Road manual indicates that a wellformed and graveled road lasts between 3 to 5 years and thereafter a periodic maintenance including re-graveling would be required for the same road. It is worth noting that, gravel is obtained from under the ground and leave behind a pit which is dangerous and degrades the environment including ponding of water that provides breeding place for mosquitos. The compensation costs for land from which gravel is extracted is even high in most cases. The other fact is that gravel may get depleted over time. The government of Uganda through the Ministry of Works and Transport is promoting Low Cost Sealing for roads with low Traffic volume. This is aimed at sealing and protecting the gravel base layer so that it is preserved for longer time on the road at affordable cost.
