The purpose of this study was to evaluate the effectiveness of road infrastructure development in Kampala Capital City Authority with a specific focus on the central division. The study was carried out to achieve the following objectives: To establish the nature of road infrastructure development in Kampala Capital City Authority, investigate the challenges faced in road infrastructure development in KCCA and to find solutions to the challenges of road infrastructure development in KCCA. Qualitative research approach was used during data collection with the population under study determined through purposive sampling. In the findings of the study it was established that the nature of infrastructure in KCCA included roads (paved and unpaved), bridges, storm water drains and pedestrian walk ways. The road infrastructure does not meet the current traffic volume since most roads were poorly designed and in bad conditions. The study also revealed that the main challenges to infrastructure development in KCCA are inadequate financing and limitations in participation of city divisions in service delivery as a result of the KCCA Act 2010. Based on the above findings the study recommends the following; increased financing for road infrastructure development, amendment of the Kampala Capital City Authority Act 2010 to allow decision making, Planning and budgeting powers to the city divisions, enforce regulations regarding misuse of available road infrastructure.en_US
