| dc.description.abstract | In the global networked economy, information and knowledge have become strategic resources, upon which governments, private sector corporations and the public at large make their decisions. The availability of accurate up-to-date information, created and disseminated through information and communication technologies (ICTs), has decisive impact on peoples' lives and on the socio-economic development of a country as a whole. At present, a number of stand-alone computerised systems have been installed in various Government Ministries in an attempt to have easy access to the available human resource records. These are basically simple DBMS like Spreadsheets. This fragmented and uncoordinated computerisation has resulted in a plethora of systems that have increased the variations in how human resource information is processed and presented, thus the difficult task of meeting different report formats. This uncoordinated effort has also resulted into duplicated systems that have a negative implication on efficiency, but the majority of these records are still largely manual and decentralised mainly due to lack of an appropriate application software. The main aim of this study was to develop a Human Resource Records system that enables a secure distributed access to records of public servants in Uganda by use of ICT tools, that will be replicated in the other Government ministries to prevent duplication of effort, ensure standardised systems across different sections and to ensure that the funds allotted are effectively and efficiently utillsed. | en_US |
