dc.description.abstractThis report describes the supervision process of all construction activities meant for Upgrading Bumugibole Health Centre II to Health Centre III under UGIFT Programme. It covers aspects project management practices exercised by the author while part of the Employer‟s supervising team during project implementation. The report details pre-contract stages during selection of the contractor and contract administration during execution stage of the contract and the application of project management knowledge during project implementation. The knowledge areas discussed at length include Cost, Quality, Time, Scope, Stakeholder involvement, Human Resource and Communication Management. The progress of the project and project management literature review, challenges met, skills leant, experience attained and recommendations from lessons learnt during project implementation for successful implementation of the projects, have been highlighted in this report. Cross-cutting issues like gender, HIV/AIDS, environment, occupational health and safety, climate change, were mainstreamed in the project. The contract period recommended for the contract was six months. The project was implemented within the scope agreed, quality control enforced by using the laboratory tests as a cost control by measuring works during valuation. Most project do not have the flexibility to change budgets and timelines and therefore this implies that any change in scope will result into cost overruns, missed deadlines and lack of planning by the organisation leading to loss of critical business revenue and their customers and shareholder‟s trust. However, due to delayed releases of funds by the Ministry of Finance and Economic Development, the contractor had to request for several extension of contract periods which were granted by the Chief Administrative Officer on the recommendations of the District Local Government Contracts Committee. Mix design is very important to ensure that concrete works achieve specified concrete strength to avoid redoing the works. This is benefit of cost reduction in which only enough cement is used as the contractor‟s confidence is enhanced based on the trial mix test results obtained. There is need to source and test materials in prospective project areas to assess their general compliance with anticipate specification during pre-bid site visits, this allows contractors cater for material inadequacy in the bidding rates. Planning and scheduling of the works; this is vital for resource optimization. Dry weather should be taken advantage ofen_US
