| Abstract: | The study set out to investigate the challenges faced by local governments in policy development in Uganda. This study was carried out to investigate the factors that constrain lower local governments in matters of policy development. A case study design was employed using the case of Buwaya Local Government (in Mayuge District) health policy development. The conceptual framework was that policy making at lower Local Government levels was not being done properly due to several challenges such as socio-economic status, education level, influence from Central Government and development partners, inadequate financial resource base, lack of technical expertise of the persons involved in policymaking at lower Local Government levels and uninformed public. The study was based on a simple random and purposive sampling approach in selecting the respondents. Qualitative data was collected using a semi structured questionnaire and direct interview guide. Documentary analysis was also used. The results showed that Local Governments face enormous challenges in a key decentralized function of policy formulation. These include financial constraints, inadequate technical human resource, lack of information and associated information technologies and daunting task of involving the policy recipients at the crucial stages of policy making. It was also established that the majority of the respondents could not differentiate between the passing of council resolutions, policy development and drawing development plans guided by established policies. The study recommends need for technical support and training of councils and sensitisation of the public about their roles in policy making. Despite the enormous challenges, the study notes that decentralisation has provided great opportunity for involvement of local leaders and communities in developing policies that address their needs and ways of solving their local problems albeit the fact that it still requires a lot of nurturing. |
