Title: Operant and emotional competencies, empowerment, role involvement and OCB among middle managers.

Abstract: The purpose of the study was to investigate the relationship between operant and Emotional competences, Empowerment, Role Involvement and OCB among Middle Managers in URA. A 360-degree survey model was used in this rcsearch. The sample comprised 104 middle managers, their supervisors and subordinates, who were randomly sampled. The study used a comparative study design. Responses of Middle managers were compared with those of their subordinates, supervisors and peers on the variables of operant and emotional competences and OCB. Data on operant competences was collected using a questionaire developed from competence profiles of middle managers from UETCL, NMS and URA that were obtained from PILA. Data on emotional competences was collected using a questionnaire developed from the Emotional intelligence consortium. OCB was measured using Organ's questionnaire of OCB and task performance. The hypotheses on Competences, Empowerment and Role Involvement were tested using pearson correlations. ANOVA was used to test variances in responses among the three categories of respondents. Results showed that there was a significant positive relationship between competences and empowerment as rated by Middle managers. Results also showed a significant positive relationship between Empowement, competences and OCB. Role involvement had no relationship with any of the other variables. Middle managers, their supervisors and subordinates, differed signiticantly in their rating of operant and emotional competences and OCB. From these results, it is recommended that middle management competences be streamlined to enable uniformity of expectations among middle managers, their supervisors and subordinates and enhanced performance.
