dc.description.abstract | The task of this paper is to advance the view that the Highly Indebted Poor Countries (HIPCs) of Great Lakes Region would do better to endeavor and resolve political disharmony using peacemaking strategies rather than engaging in wars which are horribly expensive and largely counter-productive.
