The challenges of Universal Primary Education (UPE) on secondary education in Mubende District

The study was intended to examine the challenges of Universal Primary Education on Secondary Education in Mubende District. Focus was on whether the government-aided secondary schools have the capacity to absorb UPE graduates. Capacity was measured in terms of enough facilities like classrooms and enough qualified teachers. The role of the private sector and the policy regarding transition from primary to secondary education were also examined. Participants included school Head teachers, teachers, students, education planners, commissioners for primary and secondary education, inspector of schools and the district education officer and parents. Data was collected through questionnaires, interviews, observations and documentary analysis. From the study, it was concluded that due to increased enrolment in secondary schools by Universal Primary Education graduates, facilities like classroom space, textbooks, staff rooms, libraries, laboratories and dormitories were inadequate. In relation to teachers, it was revealed that most schools had qualified teachers and a few that were unqualified were either under training or planning to go for training. Some schools however, lacked science teachers. It was also revealed that the issues of teacher recruitment, payroll, transfers and retention are unattended to. As regards the policy, it was established that there is no particular government policy on transition from primary to secondary education, what exists are broad government plans. The private schools have also done a big role in absorbing UPE graduates and pupils that come from private primary schools. Many primary seven leavers who fail to get vacancies in government-aided secondary schools are taken up by private secondary schools. Subsequent recommendations were then made as away of ensuring that the challenges are addressed.
